Yes, the Merge Rules section in the Dedupe module allows users to specify how the master record is selected (Master Record rules) and also which data is retained (Field Value rules).

Can DataGroomr select a master record based on field values?
Yes, the quickest way to set a master record based on the value is to use Prioritize record if function in the Master Record Selection rule.  Select the field, comparison type (e.q. equals, starts with, etc) and the value.

What happens to Created Date and Last Modified Date when records are merged?
A merged record retains the Created By user and Created Date from the oldest record merged, regardless of which record is the master. The record shows the merge date as the Last Modified By date.
